I saw a review mention that the LTE apple watch couldn't send SMS messages without your paired iphone being around (they mentioned imessage worked though).

What other limitations does the LTE watch have when you don't have your iphone around?

LTE owner here. From what I understand, the phone doesn’t need to be nearby, just powered on and connected. Phone could be at home while you’re at the grocery store. If your phone’s out of juice, only iMessages work.

Awesome. What about notifications if you leave your phone at home? For instance, an iphone app that doesn't have a watch app but does send notifications. Do those still come in if you leave your phone at home?

The limitation is for SMS/MMS Txt messages. Your paired iPhone must be on and connected to your carrier via cellular connection or via Wi-Fi to send / receive SMS/MMS messages on your watch.

In addition, to get third party notifications from your iPhone to watch, your iPhone must be available as above.

Yes. For example, I get Periscope notifications when I’m away from my phone. Just make sure you’ve allowed that third party app to send notifications to your watch in the notification section of the Apple Watch app.

Outlook doesn't work
WatchChat doesn't work

Some other apps that are not full native with LTE access may not work.
