m1 iMac Apple Pay not working from external boot drive

Hi everyone, I'm new here, reason is also because I'm looking for a solution to my problem below with Apple pay on my m1 mac that starts up from an external (boot)drive via thunderbolt. from the internal drive Apple Pay works fine.

the error is :

Apple Pay Disabled on Mac Because Security Settings were Modified​

Using Ventura / but on Big Sur the same problem.
