Does anyone know if this particular spec has 2 memory chips instead of 1 like in the new M2 Mini? I'm viewing a listing on eBay.

I did suspect that might be the case but was in a rush earlier.

All M1 devices as far as I am aware have 2 storage chips regardless of size. Apple only change to 1 when the M2 arrived.
 
I think the OP might be asking about the flash memory chips used for storage rather than the dram.

Correct, for storage. Is there a way to check besides physically inspecting the mobo? I guess I could run Blackmagic Disk Speed Test and compare it to my base M1 Mini. I assume these 2 models would be the same but I rather not have any surprises.
 
There have been plenty of teardowns on all M1/M2 models you can refer to.

I don't think this particular model was ever sold through the Apple Store. I believe it was created specifically for resellers like B&H, Adorama, etc. so I'm not sure if any changes were made.
