I'm thinking of buying synology DS1621+ or DS1521+ just for storage and use a M1 Mac Mini. for transcoding and playing more videos.
Would this work? would I need a 10gbe?
any help would be greatful
 
Would work but seems like a major waste of money, why not just get an Apple TV ?
 
The NAS can output 4K video and the Apple TV can read those files. You could buy two Apple TV’s for less price than the computer.

so OP wants to use the NAS for storage with the Mac computer to send 1080p files encoded from the M1 Mac to what? Other computers or a TV ?

Details are light on this list to work out exactly what they’re trying to do.
 
While details in OP were light , I use a similar setup (though not an M1) to stream local content on Plex to TVs, computers. Plex runs on my Intel Mac Mini and content is on a Synology.

Ideally for streaming 4K, you’d want everything to be connected via Ethernet, including your Apple TV, and not on WiFi.
