If I use the default mouse pointer it stays as an arrow at all times. If I change the colour of the pointer it changes from an arrow to a "clicking finger" pointer when I hover over a link. Bug or "feature"?

Any time that your cursor is over a link it should change to the finger pointer. This is the normal and expected behavior.
But this doesn't happen when I leave the pointer at the default setting. It stays as an arrow all the time and never changes to the finger pointer, even when hovering over a link. As soon as I change the colour I get the finger pointer. Maybe it's just my computer?

It's not just you. When you change the colour or switch between custom / default cursors, there is often a period where it becomes 'stuck' as an arrow. That's been my experience anyway, and it's definitely not intended to happen.

My recommendation is to change your pointer to the desired setting - whether it be default or a custom colour, then log out & log back in again.

That's definitely not what it is supposed to be doing.

When you set it up, did you migrate from another computer or set it up as new? You might want to consider reinstalling MacOS to see if that will correct the issue.

Can we assume you're running the latest version of macOS?

I only bought it two weeks ago, it was set up as new and I'm running the latest version of Monterey. It doesn't bother me, (it took me over a week to even notice it) I was just curious as to whether it was just my computer or if other people have the same thing.

Are you new to Mac? When you are in a browser, the cursor will change to a pointing finger when it's over a link, but only if the browser if the active application. You might see the browser window but have another application in the foreground (you would see the name of the active application in the menu bar). If that were the case, the pointer would remain an arrow.

What you describe, if it persists, is most likely due to a software preference somewhere. It could be in system preferences, or your browser's application preferences. It is not a bug and it is not the operating system. If your computer boots, you know that Monterey is bit for bit perfect. That's the way the signed and sealed macOS works.

Well, I've been using a funky colored cursor for a while and the finger always showed up on active links as expected. Just now I reset the colors to default and the finger no longer shows up. Definitely a bug. I've yet to try to address it.

-- Edit --

I just restarted Safari and it repaired itself. Still, definitely a bug.

-- Edit again, then I'll shut up --

Setting the colors to the default using the "Reset" button causes the issue for me. Setting the colors to the defaults by selecting those default colors does not.
