I'm wondering as an occasional Final Cut Pro (putting together recorded videos and exporting them mainly) and Logic Pro user, would I need the 19 core GPU or would the 16 be enough?

I previously had a 2019 Macbook Pro which had the Radeon Pro 560X, wondering how both GPUs would compare to it as that was good for me and did what I wanted quite quickly.

If your videos are just simple cut-and-join type, M2 would be more than powerful enough and you won't even need M2 Pro. Even the base M2 will be significantly faster than your 2019 MBP.

You can use the savings to upgrade RAM or storage, or get an external storage. Unless you need the exclusive M2 Pro features like 4 TB ports and 3 display support.
 
I recommend increasing INTERNAL storage and RAM first. sticking with 256GB internal will be a slower performance.

if your aspirations for FCP will grow in the next 2-3yrs you think ... then start with 32GB RAM, 1TB minimum storage. Down the line if your skills significantly improve, sell and upgrade to a higher performing machine.

16 is fine. More is better, but not the value proposition with the price Apple charges.
