Mac App Store, cannot update apps or download new apps

Hi

Im having an issue updating apps through the mac app store. I have a red badge indicating 2 updates are available. However, when I go in and click on the updates, the circles spin for ages and then it tells me I cannot connect.

I've signed in, signed out, signed in again.
I've rebooted my Mac.
I've verified my internet connection. I've tried another internet connection (pairing with my iPhone).
I've verified my credit card details are up to date.

But still I cannot update my mac apps.

I've also tried downloading new apps (free ones, obviously) to test, but still get the endless spinning circle.

So, I cannot download anything from the mac app store, new apps or updates.

Help, please.
