Mac App Store: (Purchased) Download vs Install

Under the Purchased tab some apps show as "Install" and some as "Download"
This is on a freshly installed 10.11
 
Install: That means you have downloaded it but have not installed yet.
Download: That means you have not downloaded it. You should download it before you can install.
