Running Catalina with latest upgrade.
Network is showing Ethernet and wifi is connected but web browsers (Safari and Chrome) are not loading.
Operating in safe mode doesn’t fix the problem. Oop

What is the blocking page looks like? There should be some sort of message why you can't browse the net.

Try creating a new clean user, login to the new user and see if you can access the internet from a browser.

Another thing you can try: Hold down your Option Key and click on the WiFi symbol at the top menu and then choose "Open Wireless Diagnostics". Run the diags to see if it tells you anything about why you can't connect.

Reset your router - leaving it off for a couple of minutes and then see what happens. Also try using Ethernet or wifi, not both for troubleshooting purposes

Solved this issue by making sure the router and DNS numbers are the same. Go to Half Eaten Apple/ System Preferences / network/ advanced/ TCP/IP and make a note of your router #. Then click DNS on the top bar and compare that number with the router. If they are different, click + sign at bottom and add the exact number. Then highlight the wrong number and hit the minus button. Now, closer your browser and reopen ... voila!
