.Mac HELP!

My friend who is a guild leader hired me as the website developer. He just wanted a basic website, so I am just using iWeb. I want to have an .mp3 track playing with the website, and did, but I want it to automatically play without a Quicktime window, and plays on every page. Here is the website:

Annoying (imo), but possible.

Encode the track as a Flash file and put it in the top frame. That way it won't restart every time somebody visits a different page in the bottom frames.

How do you convert from .mp3 to flash? And what is the top frame?
