Mac Mail always on top

My Mac Mail application always stays on top. New messages and other apps all now open behind the mail main page. Very annoying. I have tried looking in forums and in help - but no joy. Does someone know how to turn this off?

Have you tried restarting your computer?

Yeah, this doesn't sound like a feature you can enable/disable, more like a bug you are experiencing.

Things I would try include:
1. Restart
2. Make sure you are running the latest release of Lion - 10.7.4
3. Repair permissions: http://kb.iu.edu/data/aoxn.html
