Since updating to Ventura Mac Mail no longer displays images. Further, I keep getting the message "your network preferences prevent content from loading privately". I've found plenty of ways to fix this with Monterray, but nothing in Ventura.

I wonder if it could be some network setting interacting with the "Protect Mail Activity" setting.

Mail > Settings > Privacy > Protect Mail Activity

Do you have that box checked?

The description for that feature says it works by "loading remote content privately" which is related to the message you are getting. It seems like for some reason Protect Mail Activity can't do it's job so its giving that error and failing to load.

Yeah, I tried that. That was the information I could find, but it didn't do any good.

Top right, click on "Load Content Directly"
I do that and the images only load maybe one or two. Also, is there a way I can just check my mail like I used to without having to hit the load content directly button on every message?

Since you said you successfully fixed this under Monterey, it would be helpful if you could list the steps you have tried in Ventura and which ones used to work but do not anymore.

Well, I didn't successfully fix in Monterey. I didn't have that problem in Monterey, but when searching for solutions the Monterey OS keeps showing up so I tried the solutions in Ventura. Mail > Settings > Privacy and uncheck 'Protect Mail Activity', 'Hide IP Address', and 'Block All Remote Content'.
