A few thoughts...

Does your router have wireless?
Can you connect via wifi at all?

If you can't connect via wired or wireless, could it be a router/modem setting?

I would try powering down everything (all the way off):
Modem, router, mini, etc.
Then, reboot everything.
Any changes?

I have read that USB3 can put out "interference" that affects bluetooth and wifi on the Mini.
Does moving your external boot drive around change anything?

If you believe that you've had some kind of hardware failure with the ethernet, you could try buying a USB/ethernet adapter, and using that instead. They cost about $20 (US) or so...
