About once a week for no reason I can fathom when I move the mouse the screen is black and I can see the mouse moving but the desktop or login prompt do not re-appear. I have to turn off the Mini at the power button and restart.

Does anyone have any ideas what is going on here?

I have two of the same monitor, one with the first generation of firmware. What I have noticed occasionally is they won't wake from sleep and appear black. This has happened on both a nMP and a PC using display port. Try plugging in using HDMI see if that cures it.
 
I have a similar Dell P2415Q monitor, which is connected to my 2018 mini by a HDMI cable, and I encounter the issue you describe perhaps once or twice a month. In my case, the screen goes blank for perhaps 2 or 3 seconds and then returns to normal.

I did some research on this and a frequent suggestion was to try a different cable. This issue is so minor that I haven't done anything more on it, but I would like to get it fixed and look forward to hearing from other forum members.

I have a Dell U38”. I did have this happen a few times a week when I was using hdmi cable to egpu, I also thought having all my cables bundled with tie wraps aided it. But since I started using dp cable instead of hdmi the issue has never surfaced again.
