My Mac Mini is extremely hot the touch and not powering on. I’ve unplugged it hoping it cools down and begins to work again. Any suggestions?

I agree that knowing the specs and which OS will help.

Intel Mac minis will run hot, especially if the fans are blocked or not cleaned regularly. Mac minis with the M series chips generally run pretty cool unless you are really stressing the system or the fans are blocked/dirty.

Its probably safe to say that cleaning the fan worked considering the OP has only posted 4 times all in this thread and we haven't heard from them since they said they would clean the fan.
 
A few thoughts:

Are you hearing a lot of fan noise?
Check Activity Monitor, click on the CPU column so that it sorts everything by cpu usage. Anything stick out w/high cpu?
You could install a free demo of something like TG Pro, a fans/temps manager and see what's happening with the temperatures.
