Mac Mini M4 / M4 Pro - Fans always ON, although at low rpm maybe?

Hello,

not ordered yet, but curious. I'm currently with a MBP 14" M1 Pro at the moment (as my first and only Mac Device), considering getting a Mac Mini M4 Pro as a desktop machine. Fans on my MBP are basically OFF, very rarely kicking in, depending on the workload.

I somewhere read that for a Mac Mini, treated as a desktop machine (by Apple), fans are always ON, independent on the workload, at low rpm I guess at low / moderate load?

Am I right on that?
