How about "the other backup"?

This won't help NOW, but NEXT TIME.... STOP using time machine and use either CarbonCopyCloner or SuperDuper instead.
If you were trying to restore from backups created with them, there would have been fewer or NO problems at all.

One thing to try if you haven't:
1. Boot to internet recovery and erase the internal drive (completely)
2. Do as "fresh" OS install onto the empty drive
3. At setup, connect tm backup and use setup assistant to "migrate" all "migrate-able" info from the backup
