afternoon folks, have an issue that's been perplexing me for a week now and I am trying to see if i can fix it myself

i have a 2006 mac mini, core 2 duo, 1.83ghz with 1gb of ram. i had previously been running this as my headless mac to drive itunes, but retired it last year when i changed my home office setup. it went from in use, to in a drawer, but was kept out of harms way.

decided i wanted to sell it, so i brought it to work to connect, delete anything of mine and prep to sell. plugged it in, and the video once i get to the start up screen, is all pixelated and some areas are worse than others.

checked around, and most said its probably a logic board or gpu issue. i followed the tricks--reset SMC, PRAM/NVRAM and did a Apple Hardware test-twice, full test both times. if i am in safe mode, its fine, video has no issues.
when i am going into normal mode, its all pixelated. according to AHT, there are no hardware issues--i ran it twice to be safe.

if i am to believe AHT, and I've done everything else i can think of.....what could this be? Also, i did do a fresh install, since i was getting rid of it anyways. that did not help

wanted to be able sell it to a friend in need of a new PC, and thought this would be good for him....now, not so sure and it's frustrating.
