I have a recent model Mac Mini that is less than a year old, when trying to turn it on, it gets to the boot screen, the bar gets to around 40% full, and even that takes several minutes, and then it just shuts off. Any idea what could be happening? How do I even trouble shoot this if I can't access the OS?

You need to try booting from "an alternate source".

Another drive, USB flashdrive, recovery partition, etc.
