Do you think I should try contacting Apple for it? Someone tried it a while ago and after being bounced around they were persistent and told to call them. They never did though as they had forgotten about it by the time they responded.

Listed is "Dev CD Aug 2003 — Ghast has this". Does anyone have a beta archive account or know this person? They may have the build if they're referring to the Developer Connections CD.
Looking a bit more into the Developer Connections CDs, I sadly don't think it leads anywhere. I found a pretty large archive of the discs from 1989 through 2009, looked through the following 2003 discs and none contain Mac OS X install images:

It seems that prior to 2003, ADC made "System Software Edition" and "Seed CD" series' of the CDs which did contain the install images but then switched to only the "Developer CD" and "Developer DVD" series from 2003 onwards which just contain dev kits, documentation, training material, etc. I think the only build of Panther that was distributed on physical media was 7A179 (Developer Preview) at WWDC and then all others were distributed online for ADC members.

I was going to check some dead forums, one of them had a lot of info on the build, including the high quality video, which of course was never archived. Surprise, surprise, all of the forums are magically gone from archive.org. Does anyone know why they keep removing archives? I highly doubt a forum that has been nonexistent for years would file a claim against them.

ah i actually saw a few macnn.com threads when I was searching for info but they were just page errors when i clicked on them. sucks that google no longer caches pages too or else we could see it. but yeah i think if the intro was used between 7b44 and 7b53 like you said, then its unlikely they switched back to the old jaguar intro like i said they could've. so it still seems like this intro video was included in builds from 7b28 to 7b59.

also, im not seeing the video you attached for some reason :/

Yeah I remember them talking about the intro video being different after 7B59 and seemed bummed out.

Do you know what MacBuddy is? It's something to do with Setup Assistant, but I'm not sure.

From trying to find out what MacBuddy was (I think it was just the old name for the Setup Assistant), I found who made the beta intro or was at least involved in making it (https://rogerwong.me/2011/08/thank-you-steve)

"We went through the normal design process with our stakeholders (people in charge of “MacBuddy”) and got to an animation that was essentially swarms of dots that formed each of the different translations of “Welcome” on the screen. And then we showed this nearly-final animation to someone higher at the top—forgive me, I’ve forgotten who this was—and he killed it because the dots looked too much like sperm."

Think we can now call it the sperm intro instead of the pollen intro lmao

Anyway, I shot him an email to see if he has a higher res version or knows where to get a build with the intro in it.

I was just joking about it being the "Welcome to Flying Sperm" intro video with one of my friends lol
anyway, good start. I swear we've already contacted Roger, but that testimony seems solid.

Something I noticed about this intro video though is that the music is faster and the video seems slower, but it's in-sync with the music, which also sounds different. Am I crazy?

I found references of Mac Buddy in Snow Leopard. I was playing with the Setup Assistant to get a perfect recreation of the 10.3 intro. In the Quartz animation where it spits out the Setup Assistant window, it says "Paste Image from MacBuddy" or something to that effect. I ended up going with Tiger as I am 99% sure that 10.3's DP intro played in a smaller window due to the requirements of the PPC processors at the time, mainly G3's.
