It's not that simple....you are talking about what is commonly referred to as a Hackintosh....a computer that is designed to run Windows. It's all about the hardware you have, the Logic Board, graphics drivers support etc etc.
Even if you get passed these hurdles, you will pro ably still have to edit kexts I order to make the machine run OSX. If you are determined some good info here:

Hackintoshes have gotten significantly easier than they were in the past, but yes it all depends on your hardware. Check out this up to date link:

There are guides in the Googles to install Lion and/or Mountain Lion in a virtual machine in Windows. Tested and confirmed it does work.
