So i've seen alot of apps controlling your mac with the handheld devices but what bout the other way around? are there any? i take away my phone far away from my computer coz of the static noise i hear all the time
 
1. Your computer should not hear any noise from your phone. If it's a case get the devices checked out.

I'm not sure which version the OP has, but it was an issue with the original iPhone. When brought near a computer speaker you would get some interference, and hear a blip-blip-blip noise.
 
Whaddya wanna control?

Audio? Try Airfoil.

Use iPad as monitor? Try Air Display.

Dial your phone from your Mac? Look at Phone Amego or Dialectic.
