If I buy an iMac and get ... let's say Pages ... with it free, does it mean that If I have another iOS device which doesn't have purchased Pages on it and I will use the same Apple ID which was used for the iMac will be on the iOS device Pages for free download?

Simply: Are Pages on Mac the same as on the iOS?

The programs are compatible. However, "buying" it on Mac does not give you the iOS version, or vice versa - they're treated as separate products/separate "purchases" (all transactions in the iTunes and App Stores are treated as purchases, even if the price was $0.00).

That said, Pages, Numbers, and Keynote have been free for new Macs and new iOS devices for the past year or so (year-and-a-half?). However, if you have an older iPhone, you may have to buy it.
