Mac Pro 1,1 flashing white light and front USB ports not working

I have a Mac Pro 1.1 running snow leopard. Start up is fine, computer running with no problems. The issue is the front white power light is constantly flashing, and the two front USB ports do not work. I am not absolutely sure, but i think that the back ports are draining power from devices connected e.g. Phones and USB hub.

I would be grateful for any answers and how to fix the problem.

Try loading up Apple Hardware Test (AHT) which is on your snow leopard DVD and see what errors it comes back with if any.
