The expected arrival date on my eBay X5690 is August 22, fml.

X5650 (2.66ghz x 6 cores)

The only better CPUs for the 4,1 and 5,1 Mac Pro are the X5680 and X5690... which are at least double or quadruple the price vs what I've benchmarked. I'll leave it up to the end user to decide if its worth a few hundred points on Geekbench or Cinebench vs the cost of the X5680/X5690.

EDIT: Just purchased a X5680 for testing... here are the results:

X5680 (3.33ghz x 6 cores)
Cost: $45
Single Core: 3152
Multi Core: 15143
Cinebench: 1681

Looking at it on paper, it would seem the higher base clock would result in a measurable performance gain. However, in both benchmarks (done multiple times, the highest scores are listed), the X5680 only gained around a 6% improvement (and only a 3% improvement in single core scores). Perhaps this is because the X5675 turbo boost at a higher rate (+400mhz, totaling 3.46ghz) than the X5680 (+270mhz totaling 3.60ghz). Either way, for a nearly 100% increase in price, I cannot really recommend purchasing a X5680 over the X5675. 3.06ghz seems to be the sweet spot for these 4,1/5,1 Mac Pros.

Then unless you give up macOS, and move to Windows / Linux, there is nothing you can do. All tests show that 32GB DIMM doesn't work in Mojave.

Yes it's ECC registered. Now I erased VPRAM, tried it with only one stick too and double, but it doesn't start.

Ok, thanks, bad news and with Catalina nothing will change too. So I will return it.

Have to upgrade with my old SATA HD and the old original Apple GPU? I'm asking, because for my MacBook Pro 2015 with Samsung M.2 Pro I can only upgrade the Boot-Rom with the original Apple SSD and afterwards I have to rebuilt the Samsung.

I don't know if anyone's posted this but the
"Harpertown 4 core Dual Xeon X5460 SLANP 3.16 667 120W" absolutely works fine on my Xserve2,1 ( I don't have a second temp sensor so the fans max out but it boots into El Cap and Mavericks fine.)

I bought my X5365 pair from eBay (shipped from China) which turned out to be SLAED and work great in an XServe1,1, which is similar to MacPro1,1.

Aside from that, the X5680 may be more available/cheaper, depending on your market. Virtusally all of them are used, but they were built like tanks.

The difference between the Chinese in Ali of 8-10$ between W and X
it seems to me that W is colder and more popular among window users (because is the multiplier unlocked?)
and there will be only 32 gb RAM and single processor
I think all the same X

So this never arrived, does anyone have a recommendation for a reliable eBay seller?
I've bought from both Keystone Memory Group LLC, and cp*group on Ebay with success. They're both located in the US, so shipping times are quick. They will be a little more expensive than their Chinese located counterparts, but I'll gladly pay the difference for my CPU arriving within a few days of the auction ending rather than a few weeks.
