All iPads Mac to iPad

Can you call someone from a mac to an iPad as you can from an iPhone? or is it jut to be used for texting. If so how please because I have only ever been able to text a friend of mine that has an iPad. I have a Mac

Use FaceTime audio. Keep in mind the iPad has to be on iOS 7 and the Mac on OSX 10.9.2
