I currently use a 2016 Macbook 12 as my desktop hooked to my LG UltraFine 4K. It's the m5 512GB model. I'm thinking about upgrading to the 2018 Mac mini either the $799 or $1099 version, not sure which one yet. Will I see a huge performance gain. Last year I upgraded from the 2014 Mac mini to the Macbook and saw a performance gain. And which Mac mini should I get, would the base model be enough?

Nothing that high end, I create photos and videos for a website I run along with making apps for that website.
 
Yes, that's a pretty significant cpu upgrade. I would go with an i5 config at least. You may not need the extra cores but I think the bang to buck ratio moving from i3 to i5 is worth skipping the cheapest configuration.
 
Also, wait a few more days until we know just how much it (the 2018 Mini) throttles under load. And how loud it is then.
