cheap to fix? Can not down load new software (reboot) worth the fix or buy new?

This is either an OS corruption or an SSD corruption. Try booting internet recovery and seeing if your SSD is visible in Disk Utility. If it is not, find an external drive you don't mind wiping, erase it and install macOS to it. You can now use your MacBook Air as long as the external drive is connected. Optionally replace the internal drive

TYVM, I have tried down loading from on line (via wifi) several times no luck, I have tried policing info on each of the drives no luck when that is done it says code error 8! It looks quite fine a few of the times, you think great it is fixed! Then switch off and back to the "?" flashing screen!!

Could you elaborate on what happens when you try and enter Internet Recovery? Do you not get into internet recovery at all, or do you mean it fails to install macOS?
 
TY for your time!! It asks me do I want to reload the whole os and gives me an icon to click I click it, it says its doing fine as far as the timer goes then theres a problem it says try down loading it again and I click through again click drive click yes, same problem, it IS getting to apple ok though I think (hence the several minutes timer)

Could you show me the Error Code 8 thing you mentioned earlier?
