This isn't for me but my friend recently got his refund check and has roughly $700 to spend in a MacBook Air or pro but we can't decide which one to pull the trigger on

(Mid 2012) MacBook air 256 GB SSD $650

(Mid 2013) MacBook air 128 GB SSD $700

(Mid 2012) MacBook pro 500 GB HD $700

The 2013 MBA is the most likely the best deal. If your friend really needs a lot of storage space, then maybe consider the 2012 MBA, but the 2013 model got essentially double the battery life and better graphics. I strongly recommend against the MBP, largely because of the slow HDD, but also because of the weight and lower resolution display.

I would get the 2013 model.
