My Macbook Air is slowing down despite my removing unwanted files and Apps . Current storage position is 12.89 GB free out of 59.81 GB.

I am not a techie but an active user and so would like to hear if there are any simple steps to improve the performance. Any other suggested help would also be appreciated.

Just for your information , I am based out of Chennai, India. Any help center in Chennai ?

Ensure OS X is fully up-to-date (10.11.6). Shut down every few days with reopen windows when logging back in unticked.

India does not have offical Apple Store yet right? And looks like your MacBook Air has a small HDD/SSD.
Unfortunately there is no easy way to bring back some speed of your machine other than downloading and installing the oldest Mac OS X you can install.

It sounds like you have a rather old MBA with a 64gb SSD. Did this machine include a DVD or flash drive with the original software? If so, first do a complete backup of your computer and make sure it is good. You could then do a complete re-install of the original software, which should get you back to the same performance as when it was new.

If that doesn't fix it, then there might be a hardware problem.
