MacBook Pro 13" 2020 i5 2ghz doesn't go above 3.3ghz boost. Normal?

Title says it all.

Machine is cold to the touch. Test with `yes > /dev/null` and other methods. It' won't go above 3.3ghz, yet it's advertised as a 3.8ghz boost. I mean seems really far off? Is this normal
