Yes, the butterfly keyboard in the 15" MBP is the same being used in the 13" and it is flawed
I have a 13", 2019 model and I have had no issues with the keyboard. I am a touch typist and the keyboard on mine has been reliable. I am sure others have had issues, but this is my personal experience.
That's a shame.
I tried recently MacBook Pro 16 keyboard and it's perfect - similar (or even better) to my old MB Pro 15 (2015). I hope there will be MB Pro 13 with the same keyboard soon.

The MacBook Pro 13" that is being sold RIGHT NOW still has the problematic butterfly keyboard.
It's prone to failure. Apple will replace it for four years after purchase, but if it breaks after that, YOU have to pay for the repair, and it's not cheap.
There will be a "new" MacBook Pro 13" (or possibly a MBP 14") coming out in the late spring/early summer (May/June?), and it will have the new-design "scissors" keyboard (which is actually a re-work of the OLD "scissors" keyboard that was used in the MBP up through 2015).
Can you wait for that...?

I've had it since June 2019. I just gifted it to my son this weekend. It was a 8gb model with 512gb SSD. This weekend I just purchased a new 13" 16gb model with 1TB SSD. It's fine too (obviously only a couple days old), but my experience with the butterfly keyboard has been fine so far.
I think I'll wait. I hope only until spring.
