what if you put your ear right up against machine, is it possible to hear them running at all? Also at what point do your start noticing the fans - what about running full HD youtube, many web tabs, full screen on external display, would that ramp them up on the 15" have you noticed?
At those low speeds, I never hear them even with my ear next to the MBP. I do start to hear them when they get around 3100 or so. They seem to top out at about 5600 when they do spin up.

do you notice the fans kicking in when running programs or watching HD or 4K video?

I haven't watched any 4K videos so I can't tell you about that. They do spin up on some sites like my local news site will cause them to spin up on high depending upon what page I leave it open at. If I leave iFlicks open which activates the dedicated graphics and then start surfing the net, the fans will go up to about 3500 or so. Sometimes YouTube videos will make them spin up.

so its ok if your fan is noisy and its ok to let it run long term? cause i Skype for pretty long
Yes and yes.

I'd say it's safe to think Apple engineers, with years upon years upon years of experience and testing would know what they're doing, better than you or me.

I'm an engineer myself and I wouldn't let a design out of my hands that hasn't been thoroughly tested and checked. Let the computer take care of itself. It's a machine, not a work of art. It's designed to be used. If Apple engineers didn't want them to get hot, then they wouldn't have crammed that much power in that thin a chassis.
