Just got a new MacBook Pro 16" yesterday and I checked the power cycle count out of the box and it was 2, today it now reads 3 but I have not even plugged it in yet, so it's not has its first charge yet.

Why it is increasing while only running on the battery ?
 
If it starts at 80, run it down to 20, charge it back to 60, run down to 20, that counts as one full cycle.

So say it was 60% of the way into a 3rd cycle, you just have to use 40% of battery to get it to flip the count.

He said he hasn't plugged it in, yet.
 
ok thanks, it was 83% out of the box, now it’s at 55% still not plugged in since I got it.

the battery info was weird as it reported it was charged to 83% yesterday, but of course it couldn’t be as I only just turned it on yesterday.
