I provide support to my end-users and like to be able to load the same o/s there using on there mac into a VM on my computer. Does the macbook pro 2020 release allow me to download older versions of the o/s? If not then is it there a way to download old operating systems on my macbook air 13" 2013 that has already been upgraded to Catalina.

I am running Sierra and Mountain Lion virtual machines under Parallels on my new 2018 Mini, don't see why you wouldn't be able to do the same thing. Has given new life to over $3000 of my legacy CAD,3d and Database software, works perfectly and runs much faster than my old Macs.

Dear OP, is your question how and where to get an older OS?
If so: Apple provides older OS versions. For example, El Capitan here:

Easily to find via Google.
But I think your question is which Mac to use. I am sorry but I do not know whether your 2020 Mac will allow to even load a former OS. Your older machine should be downgradeable in general.
I think there are threads about downgrading here around but maybe someone can help directly.

I thought the OP was asking if he could run older versions of MacOS in a virtual machine on a 2020 MBP with Catalina, but maybe I misunderstood?

You'll most likely need to use a VM to download the earlier installers since the 2020 is only compatible with Catalina, but once you have the installers, you can virtualize the older OSes without a problem.
