Do Apple stores carry non standard configs of MBP?

Say I wanted to max out a MBP 14” would an Apple Store have one immediately available or would the fastest way to get one be ordering online and waiting for it to arrive?

I've only ever purchased popular configurations but from what I've tried to put together before online, it seems like that only popular base models or maxed out versions are kept in store. Anything that has a something like a base RAM but maxed out hard drive, etc is usually custom order. I could be way off but that's my experience when trying to shop for an MBP. If you configure your build online, it should show you at the end which store it's available at if they do indeed carry it. If not, it'll give you an estimate of how long it'll take to receive or go pickup once it does arrive.

If you put various configurations in your cart you can see what availability is. For instance, the "entry level" M3 Max 14" configuration (36GB/1TB/14 core) is a regularly stocked model. Higher configurations will not be stocked.

Most Apple stores will have one or two custom machines sitting around, usually if someone's had something shipped to the store and then cancelled the order, a machine came in for return still sealed, or whatever the reason, but they don't "carry" all the different models. And they may or may not sell those machines. Total crapshoot.
