Macbook Pro battery question

Hello, when I first plug in my Magsafe power cord, at the top where the battery icon is, it will say "Not Charging" for just a second then it will start charging. Does it do this for everyone else?

Note that when you plug it in, whilst it's still green, the indicator lights on the side light up and flash, and as soon as they fade, the magsafe adapter will turn orange.
