From Use 4K displays and Ultra HD TVs with your Mac, Apple states that Macbook Pro early 2015 can handle 4k displays at 3840x2160 and 60Hz. I'm thinking about getting the Dell P2415Q one, but I searched the forum and see people complaining about lagging when connecting Macbook Pro to 4k displays.

So is it still happens with Macbook Pro early 2015 13" (Intel Iris Graphics 6100)
and OS X El Capitan? Or I should go with the new 21.5" 4K iMac?

I have the same machine and there is no lag in the display.
MacBookPro retina, early 2015, 3.1 GHz Intel i&, 16 GB Ram, Intel Iris 6100.

The display is running at 60Hz in clamshell mode.

I'm running a Dell UP2414Q as primary and I'm trying to get my 2nd display working in lower resolution but I have not been able to yet, not sure if my HMDI out is not working or if I need to get a thunderbolt adapter to make it work.
