MacBook Pro freezes momentarily when watching videos

I've started noticing that my 13" MacBook Pro 2018 running the latest software sometimes momentarily freezes while watching videos on internet or from within a computer. Sound keeps playing, but the screen freezes. It happens for a moment and then it unfreezes again. Then it works for a few moments and happens again. By moving a mouse I make things worse. Activity monitor shows no abnormal increases in activity of CPU or usage of RAM. I've done PRAM and SMC resets and it doesn't help. What else should I try?

Update: Problem is isolated to Safari
