Hey, I just picked up a $800 MacBook Pro Late 2016 Model A1707 in attempt to fix it.

I am running into a couple issues. When I boot into the Command+R (hold) menu, my screen starts to show Red Vertical Bars. When I try to instal MacOS it says “An error occurred while preparing the installation. Try running this application again.”

Any ideas to these issues.
 
Seems like a faulty motherboard.
I managed to install MacOS Sierra but now I was prompted with “Do not enter Symbol” with no red bars. I went back to Disk Utility to first aid drives and formatted the main SSD because apparently it was not. I am now waiting to reinstall macos again because I had to startup disk to choose from because I just reformatted.
 
An SSD will not yield these types of problems. If an SSD dies, it just won't either be recognized or data will be corrupted. OS installation and all the errors you describe are straight hallmarks of faulty logic board.
