Hey guys, today and completely out of the blue my MacBook Pro has decided to run noticeably slower..
Any help would be greatly appreciated..

Thanks for the Etrecheck report.

I don’t see the obvious culprit. I’m unfamiliar with Dr. Cleaner so I can’t have an opinion on whether or not that’s doing you any good. Maybe someone else will see something obvious.

Are you running any cloud folder syncing apps? Google’s "Backup and Sync” is causing issues for some.

A hardware possibility is a bad SATA cable. Your symptoms fall under that.
 
OP:

Is this a 2012 NON-retina MacBook Pro 13" ?
If so, it's could be the internal SATA ribbon cable that connects the drive to the motherboard. The ribbon cable is a "known weak point" on those models. When it goes bad, proper communication can be interrupted between the internal hard drive and the motherboard -- slowing down or not running at all.

Do you have a brick-n-mortar Apple Store anywhere nearby?
If so, make an appointment for the genius bar and show it to them.
They may replace the ribbon cable for free (there was a replacement program for this, not sure if it's still in effect).

Or, you could replace it yourself, it's not very difficult.
Go to ifixit.com to see the procedure.
They also have the part number.
You can buy the ribbon cable from them, or online.

IF you do it yourself, it would be a good idea to replace the internal HDD with an SSD while the back is off. Again, easy to do. USE THE RIGHT TOOLS.
 
Check the temperatures, if they're high (especially if they're stuck at a ceiling of around 100 C).

I had it happen once where the heatsink ever so slightly lifted off the CPU, resulting in constant aggressive thermal throttling.
 
The LiteOn drive is an SSD.
I agree about the possibility of problems caused by a faulty SATA cable.
You have macOS 10.13 (EtreCheck says 10.17, for some strange reason), but not updated to current version 10.13.3 (?)
Why is one memory slot in your MBPro empty? You CAN add a second 8GB stick to max out at 16GB RAM installed.+
