MacBook throttle-down speed when on battery?

Does the MacBook throttle-down the processor speed when running on battery to conserve power?
 
yes, its not a os level but a cpu level thing. it will clock down to 1GHz sometimes even lower. it dose this on power cord too, you the end user will never know its happening.
