Hello.

I have the 2016 MacBook, the 2019 MacBook Pro and the 2020 M1 MacBook Air.

All three use USB-C for power delivery and I have noticed, that when the battery is empty and the notebook is connected to a power adapter, it takes 5 to 10 minutes until the Mac does boot.

With MagSafe I never had those issues or with the G4 iBook.

Anyone else noticed this?
 
I'm pretty sure all of those can draw more power than the wall brick can provide (only 30W for the 2020 model), and booting up probably pushes the CPU pretty hard for a few seconds. Wouldn't surprise me if they need the battery.
