They make you take it out because no one travels just with a laptop in its own bag. Generally people jam as much crap into their bag as humanly possible. Then you throw a laptop on top of everything making it pretty hard to see what the heck anything is in the bag. Thus they make you take it out and run it through separately. Plus its hard enough trying to see whats in a laptop without all the extra cables and books and stuff on top.

From my understanding that is the point of a "X-ray friendly case/sleeve", Nothing goes above or below the laptop. (no pockets in the sleeve)

Yup you are correct that was the point of it. I was answer the post above mine that wanted to know why they have to remove laptops at all if X-Rays can see through things.

TSA is refusing to actually make bag labels that say TSA Approved because they feel it would cause people to complain when the TSA approved bag gets searched. So instead they have recommendations but leave it up to the X-Ray operator to search the bag. And the Checkpoint Friendly bags are only good for the X-Ray if you are subjected to additional screening they will still probably remove it to sample the laptop.

I got a Samonsite Checkpoint bag and I had a laptop sleeve and I never have had to remove my laptop from its bag or sleeve since this program came about.

Unfortuantly despite any training you may give officers you will always have some who do things their own way despite their procedural rules and what not.

Yea I've had good luck with my incase sleeve. I really think it all comes down to what kind of day the "security guard" is having. If he wants to be a dick, he's gonna be!

Yup well basically the best advice I know is just be polite and non-confrontational and you will probably be ok. We don't have to agree with the rules but the TSO's on the line do not make them so getting pissy at them just makes things harder.

Of course. Being polite goes a long way! ;)
