Is it recommended to format the iMac with an HDD to APFS?

You said yes? Why??
 
You may not have a choice in the matter. If you have an iMac with SSD, you will get APFS. If you have an iMac with Fusion drive, you will get HFS+.
 
can external HFS SSD's with existing data on them be converted to APFS without data loss or prior backing up in High Sierra, either during or after the install?
 
I am not sure why everybody is suffering about APFS. There are some apps that have some hiccups with it and it cannot be the TARGET of a TimeMachine backup.

But for stability and quality? Every iPhone in the world that is semi-up-to-date has been running it for months.
