Also on a MacBook Pro 16" Intel. I guess I'll report it, though with the issue persisting for months it looks like one of those Apple will either leave for the next major OS version or just never fix. They want everyone to buy new M1s. Kind of a strange bug to imagine being accidental.
I don't think it will be fixed for intel machines. I suspect those are the ones mostly affected (I can check with my son's MBP M1). Good thing I only use Apple map on my iPhone 12. Everywhere else I use Google Maps strictly because of street view.

I can also confirm that the performance on my 2020 5K iMac is now much better. I would say it's the same like it was on Big Sur.
 
Unfortunately, in Ventura/Sonoma I experience the same bad performance AGAIN on my Mac Pro 7,1 with AMD Vega II!
 
The trick is to open Maps.app in a small window. It is more snappy that way and utilizes "only" 50% instead of >100% CPU usage while panning and zooming the map.

That's 2024 Apple for you. Google Maps in the Browser works fine ;)

And Google Earth in the Browser is even worse than Apple Maps.
