I attempting to install macOS Ventura beta on a virtual machine via Parallels Desktop on my MacBook Pro 16" 2021. This attempt was passed. Also, my MacBook Pro 16" 2021's main OS was public release version of macOS 12.4 Monterey at time of attempting.

Here's steps I used:
  1. I went on my MacBook Pro 16" 2021
    1. Apple M1 Max with 32 GPU core
    2. 32GB unified memory
    3. 1TB SSD
  2. Get Parallels Desktop app
  3. Use Manual Installation to create macOS Virtual Machine
    1. Link: https://kb.parallels.com/en/125561
  4. Use Terminal app to downloading IPSW
  5. Putting IPSW in download folder
  6. Set 256GB or larger as disk size (I used --disksize 274877906944)
    1. --disksize 274877906944 represent 274.88GB disk size
  7. Use IPSW to create macOS virtual machine using Terminal app
  8. Setup macOS Virtual Machine
  9. Go to Apple's Developer Website to get macOS beta profile
  10. Install macOS beta profile
  11. Downloading macOS Ventura beta
  12. Installing macOS Ventura beta
  13. macOS Ventura beta is successfully installed on a virtual machine

I used commands to create macOS VM:
  1. For downloading
    1. /Applications/Parallels\ Desktop.app/Contents/MacOS/prl_macvm_create --getipswurl
  2. For creating virtual machine
    1. /Applications/Parallels\ Desktop.app/Contents/MacOS/prl_macvm_create ~/Downloads/UniversalMac_12.4_21F79_Restore.ipsw ~/Parallels/macOS.macvm --disksize 274877906944

I tried using the Ventura IPSW directly (instead of 12.4), but that didn't work unfortunately; it never installed correctly and VM would never boot. Just in case anyone was thinking of trying it, don't bother, save yourself ten minutes!

Your method of first installing Monterey in the VM and upgrading it to Ventura works flawlessly.

Hi there, this is helpful, But I am on a m1 macbook pro running 13.4 I want to create a VM of Ventura for testing. I don't want to have to create a windoze VM machine first.
Can you offer some guidence on how to install a VM using Parallels or VMware when already on a mac? Thanks So create a mac os VM on a mac NOT windoze. All the tools you point to require the ability to run a .exe file.
