To clarify, to invoke this you need to scroll to the top of the frontmost window (or in Mail, the Inbox listing), then keep scrolling upward with a two-finger downward swipe. In Safari, it seems it would be easier to just click on the Reload button.
 
I thought Safari was just glitching and restarting my YouTube videos. Turns out I was just scrolling to the top too aggressively from the comments...

Seems like the sensitivity needs a bit of tweaking.
 
I'm guessing it was app specific or something third party app devs chose to do but I'm almost certain I've seen this before, I wanna say Tweetbot (rip...) had this on the Mac
 
How do I disable this in macOS 27... This is so annoying it deciding to refresh the page and stop the video to restart it from the very beginning when I'm just scrolling the comments.
Refreshing a page never was an issue or a problem to fix - there are far more convenient ways to refresh the page when you need it, that are both more useful and much less likely to be triggered unintentionally. This is laughable
