This update kept failing for me both on a Mid 2014 MacBookPro and on a brand new 2020 iMac 27". On both machines I needed to erase the harddrive, and reinstall from recovery partition. Then, when I merged all data from the respective Time Machines, the Mac would not boot up anymore.
The common factor for both machines: Viscosity VPN client. After much searching I found this: https://www.sparklabs.com/blog/viscosity-for-mac-version-1-9-2/
And... I could do the process all over again, this time not reinstalling the whole time machine.
