I think this bug started with Ventura, but I can be wrong. I initially thought it was a bug in Safari, but it seems to be a universal macOS bug. So when the cursor should be something else, it would display just a regular, arrow cursor. It's frustrating for me as a web developer, because it often looks like I forgot to style an item to use a pointer or text cursor. It's so stubborn that even a refresh in Safari often wouldn't help, sometimes a second refresh would or wouldn't.

Now I downloaded a new text editor and the bug is there too. It randomly displays either text or default cursor when I move my trackpad over the text.

Anyone finds this annoying?
 
not happening here. have you rebooted? you could also try going into system settings>accessibility>display>pointer size; try changing that (you can always go back to the default), see if that 'jumpstarts' things...

I not only rebooted, but it happens on both of my MacBooks.
 
Not sure about Ventura, but it is a known issue with Sonoma. Happens to me too occasionally and will supposedly be fixed in 14.4.

Thank you, now that's something helpful. I'm pretty sure I experienced it before Sonoma too.
